Rebels, civilian protesters storm Libya parliament

TRIPOLI, Libya -- Protesters stormed Libya's national assembly on Tuesday, forcing the cancellation of a vote on a proposed coalition government named by the country's new prime minister just hours earlier.

Fewer than 100 people, made up of civilians and former rebel fighters, charged into the meeting hall of the General National Congress as it voted on Prime Minister Ali Zeidan's cabinet line-up, which was drawn from liberal and Islamist parties.

In chaotic televised scenes, congress members negotiated with the protesters, who were unhappy with some of the nominations, to leave. Voting then briefly resumed before being interrupted a second time, leading congress president?Mohammed Magarief?to announce the session was postponed to Wednesday.

"Let it be known to all Libyans and to the whole world in what conditions we are working in," Magarief said.

For Zeidan to take office, the congress has to approve his transitional government, which will focus on restoring security in the oil-producing country where many militias have yet to disarm since Moammar Gadhafi's overthrow last year.

Libya's new president, Mohammed Magarief, tells NBC's Ann Curry that the recent trouble in Libya is the unfortunate price of creating a democracy after decades of dictator-rule. Magarief lived in exile for 20 years in Atlanta before returning to Libya and becoming president.

Zeidan's transitional government would replace an interim administration appointed in November after Gadhafi's death.

Some ministers come from the liberal National Forces Alliance or the Muslim Brotherhood's political wing, the Justice and Construction Party, the two biggest parties in the 200-member congress. Others are independents.

Aware of Libya's sharp regional tensions, Zeidan said he had tried to strike a geographic balance among his 27 ministers.

"No region has been favored over any other," he told congress earlier on Tuesday. "We don't want to repeat mistakes or provoke the street."

Congress elected Zeidan as prime minister this month after his predecessor, Mustafa Abushagur, lost a confidence vote on his choice of ministers, criticized inside and outside the assembly.

A former career diplomat who defected in the 1980s to become an outspoken Gadhafi critic, Zeidan will govern the country while the congress, elected in July, passes laws and helps draft a new constitution to be put to a national referendum next year.

Al-Juwali said he had tried to visit the town, but troops accompanying him had been denied access. This, he said, showed that "the chief of staff has no control over the town, and this might mean armed men won't allow civilians to go back."

Five days earlier, the army chief of staff had announced the end of military operations in Bani Walid, one of the last towns to fall to rebels in last year's war, but which some militias had accused of still sheltering Gadhafi supporters.

Last year's fight that ended in Gadhafi's ouster and death after 42 years in power was largely carried out by regional militias that amassed weapons. But long after the civil war ended, the militias continue to serve under their own leaders and wield significant power even though they have nominally come under the control of the state's military and police forces.

The lack of control of the government over the militias it relies on was brought home in the starkest terms on Sept. 11, the day of the attack on the U.S. Consulate in Benghazi, the eastern city where last year's uprising against Gadhafi began. The Islamist group Ansar al-Shariah, one of the biggest militias in Benghazi, is suspected in the assault that killed Ambassador Chris Stevens and three other Americans.

Officials in Libya say they have arrested four suspects in connection to the deadly attack on the U.S. Consulate in Benghazi in which U.S. ambassador Stevens and three embassy staff were killed. NBC's Ayman Mohyeldin reports from Tripoli.

The killings in Benghazi fueled popular anger against the militias. Just a week after the assault, tens of thousands of Benghazis attacked the headquarters of Ansar al-Shariah and another militia in Benghazi and drove them out.

The government took advantage of the public anger. In the days after the attack, authorities carried out high-profile weapon hand-ins in Tripoli and Benghazi and issued ultimatums for all militias to submit entirely to government control.

Prostate cancer kills 14 men everyday in Nigeria, Dr Abia Nzelu, Coordinator, National Cancer Prevention Programme (NCPP), Lagos State branch, has said.

Nzelu, who said this in an interview with the News Agency of Nigeria (NAN) in Lagos on Tuesday, noted that the figure was based on studies.

She said that most men report their cancer cases late when the symptoms had already manifested and attributed the situation to ignorance.

According to her, people die unnecessarily, even when they are diagnosed because there are no facilities to treat them.

?Prostate cancer, the second commonest cancer in men, kills 14 men in Nigeria every day. This is not acceptable because it can be prevented.

?India has over 120 comprehensive cancer centres and we don?t have even one centre that has everything to take care of any kind of cancer that can carry out world class research.

?We need something like this in our own country, because apart from the fact that those that have, can afford it and travel, what of those that cannot?

?In Nigeria, cancer is like a death sentence that is why most deaths here are unnecessary; they are untimely.
?When we had the Dana crash, we were all shouting, but each day people are dying of cancer. Because, they are dying silently, we are not doing anything about it.?

Nzelu said that the prevention should be through life style modification, screening and routine checkups, at least once a year for those who are 40 and above.

She said that regular exercise, losing weight and imbibing the culture of health maintenance could reduce the risk by 50 per cent.

She advocated the establishment of cancer centres in each of the six-geo-political zones, adding that such centres could be built through self-help projects rather than waiting for government.

?The only way to go about it is to get our own comprehensive cancer centres and we cannot wait for government to get them.

?And so the Nigerian Communications Commission has created a platform through which everybody, irrespective of economic status, can contribute, can save own life and save the lives of other people.

?By just contributing N100; by texting ?Cancer?to 44777; we will be able to achieve this; we will be able to build these cancer centres in the six geo-political zones.

?We will be able to have it at affordable rate for the poor people. Nigerians should join hands together so that we will achieve this great and noble venture.

If there's one thing Oliver Stone wishes would come out of the aftermath of Hurricane Sandy, it's the hope that President Barack Obama and his Republican challenger, Mitt Romney, pull a U-turn on climate change.?

But he's not counting on it.

In an interview with HuffPost Live on Tuesday, the 66-year-old filmmaker expressed dismay that neither presidential candidate has been willing to talk about the impact of global warming, especially after an unprecedented superstorm savaged the East Coast earlier this week with a catastrophic intensity some scientific experts have attributed to warming seas and melting of polar ice.

"I was a little disappointed at the third debate when neither of them talked about climate control and the nature of the situation on earth," Stone said. "I think there's a kind of a weird statement coming right after it. This is a punishment. Mother Nature cannot be ignored."

The Born on the Fourth of July helmer predicted that the increasing climate crisis will continue to rear its ugly head well beyond the current election.

He added: "That's all I thought about. The storm will pass. The campaign will pass. But unfortunately the nature of this present world situation will not."

Stone, by the way, also revealed that he voted early and cast his ballot for Obama, despite bashing the president for continuing some of the Bush administration's policies in a new book he co-authored called "The Untold History of the United States" that hit stores yesterday.

Niederauer told CNBC reporter Bob Pisani that the NYSE is taking measures to mitigate the phone and internet service issues:

Cell phone usage is pretty spotty for all of us down here in lower Manhattan right now. Also, some of the internet connections are kind of slow, so if people use that for some of their data feeds, that's slow.

So, we've actually been giving each of the brokers one of our own lines so they can get incoming and make outgoing calls if they have a phone issue.

Some people's Blackberrys aren't working. Depending on your internet service provider, you've got internet. So, I think we're trying to cover them with as much phone and data help as we can to help them run their business from down here.

But the real problem is right now there is no Verizon service or wifi in the exchange. The exchange itself is up and running, but the guys are basically trading blind. Their Bloomberg terminals are down. They don't have internet access. One trader told me there's not going to be that much action going on down on the floor today.

Steel noted, however, that this is the last day of the month, and traders are saying there should be some volatility as big funds rebalance their portfolios and log monthly gains (or losses).

Flooding and Insurance: A To-Do List

With recent deluges showing just how hard some parts of the UK can be hit by flooding, anyone living in an area likely to be struck should have a plan of action in place. As well as having adequate insurance in place, it?s important to know how to avoid flooding and what to do if disaster strikes.

If you live in an area which is prone to flooding, here are a few things you can do to minimise potential damage to your home or business:

  • Invest in some flood boards, which can be put in place around doors to seal the opening in times of flooding
  • Fit water-resistant skirting boards throughout the lower level of your home
  • Dry-line walls using horizontal plasterboard or lime-based plaster
  • Install damp-proof brick courses
  • Fit non-return valves to drains and water inlet and outlets to prevent water from returning into your home. Most flooding occurs when water is forced back up through the toilets and drains
  • Varnish any wooden window and door frames
  • Raise electrical sockets, switches, fuse boxes, controls and other components to above the likely level of flooding.? These should be repositioned to at least 1.5 metres above ground level.
  • Place all valuables on high shelves which are unlikely to be reached by rising water
  • Keep insurance and other important documents on the highest floor of your house

There are a number of flood protection products and services available for those who are concerned about the risk. The Blue Pages contains a database of these products.

If you are unlucky and flooding does hit your home or business, chances are you will need to make a claim on your insurance. Here?s what you need to do:

  • Call your insurance company as soon as possible. Many insurers have a 24-hour helpline, check these details in advance and keep the number handy
  • Do not use electricity or gas, or drink tap water until you have been advised by a qualified professional that it is safe to do so
  • Take photos or videos of the damage wherever possible. Having this evidence may help you claim
  • Move any food, clothing, electrical items or other items of value upstairs to avoid further damage
  • Don?t dispose of any damaged items until the loss adjustor assigned to your case tells you do so. The insurer will need to see evidence of the damage
  • While you should have any emergency repair works done as soon as possible, do not start any other repairs until you have received approval from your insurer
  • If your insurer offers alternative accommodation while your home is being repaired, keep note of any additional expenses you incur while living away from home

After you have reported the flood to your insurers, there is still more you should do to ensure that your claim progresses smoothly;

  • Keep receipts for all expenses you incur. You will need to produce these to claim the costs back from your insurer
  • Check your car insurance documents for flood cover and act accordingly if your car has also been damaged
  • Do not start re-decorating before the building has completely dried out, no matter how tempting it becomes!

Disney to buy "Star Wars" producer for $4.05 bln

LOS ANGELES (Reuters) - Walt Disney Co has agreed to buy filmmaker George Lucas's Lucasfilm Ltd and the "Star Wars" franchise for $4.05 billion in cash and stock, a b lockbuster deal that includes the surprise promise of a new film in the series in 2015.

Disney Chief Executive Bob Iger, in prepared remarks for analysts, said the plan was to release a new movie in the series every two to three years thereafter. The last "Star Wars" picture was "Revenge of the Sith" in 2005, and Lucas has in past denied any plans for more.

Lucas, a Hollywood icon known for exercising control over the most minute details of the fictional universe he created, will remain as a creative consultant on the new films.

"It`s now time for me to pass 'Star Wars' on to a new generation of filmmakers," he said in a statement. Lucas will become the second-largest individual holder of Disney shares, with a 2.2 percent stake.

Disney will pay about half the purchase price in cash and issue about 40 million shares at closing.

Chief Financial Officer Jay Rasulo, in prepared remarks, said the deal would lower Disney's earnings per share by a low single-digits percentage in fiscal 2013 and 2014. H e also said Disney would repurchase all of the issued shares on the open market within the next two years, on top of planned buybacks.

This deal marks the third time in less than seven years that Disney has signed a massive deal to take over a beloved studio or character portfolio, part of its strategy to acquire brands that can be stretched across TV, movies, theme parks and the Internet.

In early 2006, Disney struck a deal to acquire "Toy Story" creator Pixar, and in the summer of 2009 it bought the comic book powerhouse Marvel Entertainment

"Because Lucas is private, I would assume most investors would be surprised (by the deal). My point of view is that Disney already has a great portfolio and this adds one more. They don't have any holes, but their past deals have been additive," said Morningstar analyst Michael Corty.

From a fan's perspective, critics said there was sure to be at least some excitement at the prospect of episode seven in the saga of Luke Skywalker and Darth Vader.

"Do I want to see more Star Wars movies? Not really, but they're not making these movies for me. There's a whole new generation of Star Wars fans, and they worship the prequels like folks my age worshipped the original trilogy," the film writer "Mr. Beaks" said on the well-regarded industry site Ain't It Cool News.

Besides "Star Wars," the Lucasfilm deal also includes rights to the "Indiana Jones" franchise, though Disney did not elaborate on any plans for that series.

Edward Furlong finds himself, once again, behind bars. The "Terminator 2" star was arrested Tuesday morning after allegedly grabbing his girlfriend's arm at Los Angeles International Airport, E! News confirms.

"On Oct. 30, 2012 at approximately 12:40 a.m., Los Angeles Airport Police officers responded to a call regarding a possible domestic violence investigation at Terminal 2 on the arrivals level," the Los Angeles Airport Police said in a statement.

Edward Furlong is no stranger to trouble

The actor was subsequently taken into custody and charged with felony domestic violence. He was later transported to the LAPD 77th Division Jail.

According to the booking report, the 35-year-old is being held on $50,000 bail.

Unfortunately, Furlong has had several brushes with the law, including an incident in September 2009 in which the former child star allegedly punched?his now ex-wife Rachel Kneeland.

Flood Insurance In Northeast Is Rare

Many homeowners who suffered losses because of flooding from Hurricane Sandy are likely to find themselves out of luck. Standard homeowners policies don't cover flooding damage, and the vast majority of homeowners don't have flood insurance.

Yet it's likely that many Northeasterners will purchase it in coming months, hoping they'll be covered the next time around, at a cost averaging around $600 a year.

That's what happened after Hurricane Irene triggered flooding across 13 Eastern states in August 2011. An annual survey by the insurance industry found that flood coverage in the Northeast rose to 14 percent of homeowners in May from 5 percent before Irene hit.

The head of the industry's Insurance Information Institute attributes the jump to Irene, which hit many inland areas where flooding is historically uncommon.

"Nothing sells flood insurance like a flood," says Robert Hartwig, the organization's president. "There will be many people in parts of the Northeast this week who will be very happy that they spent a few hundred dollars to buy flood insurance this year."

Nearly all flood coverage is purchased through the government's National Flood Insurance Program. Homeowners, renters and business owners in participating communities are eligible to purchase federally backed policies, typically through private insurers that market the coverage. Information is available at . www.FloodSmart.gov

Policies typically cost around $600 a year, but can start as low as $129 in low-risk areas, according to the Federal Emergency Management Agency, which administers the program. The average claim paid last year was more than $28,000. Coverage is provided for up to $250,000 for the home itself, and $100,000 for possessions.

Homeowners who don't live in participating communities can buy private flood insurance, typically through so-called "excess coverage" to a homeowners policy.

The federal program was created in 1968 because the cost of often-catastrophic flooding kept most insurers from writing flood policies.

Even with the expanded coverage following Irene, the vast majority of Northeasterners responding to the latest industry survey do not have a flood policy. That means if they suffer flood-related damages from Sandy, they will likely have to foot the bill. That's because typical homeowners and renters policies don't cover flooding. It's also common for homeowners who don't live in high-risk locations, such as coastal areas and inland flood zones, to go without coverage.

For those facing high risks, "Irene really was a warning shot to many people in the Northeast," Hartwig says.

Although most homes are unlikely to ever be damaged by flooding, nearly 20 percent of flood claims come from areas considered to be at moderate to low risk for flooding, according to the National Flood Insurance Program. In high-risk zones, flood insurance is required to get a mortgage from federally regulated or insured lenders. "High risk" areas are those deemed to face a 26 percent chance of flooding at some point during the term of a 30-year mortgage ? a roughly 1 percent chance of flooding in a given year.

It's unclear whether flood-related losses from Sandy will surpass the nearly $1.3 billion paid out through the federal program after Hurricane Irene. Flood claims came in from an area stretching from North Carolina to Vermont, with an average payout of $29,236. In terms of total flood losses, Irene was the fourth-costliest hurricane in the U.S., after Katrina in 2005, Ike in 2008 and Ivan in 2004.

Whether water damage is covered by a homeowners policy depends on how it came about. Standard policies cover structural and water damage only in limited circumstances ? for example, when a falling tree knocks a hole in a roof or breaks a window, allowing rain to fall inside. But homeowners are generally not covered for damages to the home or personal belongings when damage results from rising water. That includes water that seeps up from saturated ground through a basement floor, and storm surges that flood homes near the coastline. Sandy triggered surges along much of the East Coast.

Residents in many of those areas could be eligible for federal assistance. President Obama declared major disasters for New York and New Jersey. Affected residents could be eligible for grants for home repairs or low-cost loans to cover uninsured property losses.

Nationwide, 13 percent of homeowners have flood insurance according to the industry's latest annual survey. That marks a decline from 14 percent a year ago. The expansion in coverage in the Northeast was offset by declining coverage in the Midwest, which fell to 6 percent from 13 percent; and in the West, which dropped to 6 percent from 12 percent. The highest regional coverage rate was in the South, at 21 percent.

So far this year, the number of major floods has been below-average. Through September, the federal government had declared 15 major flood disasters, compared with 53 in all of 2011. Sandy was the only hurricane to make landfall in the U.S. this year, out of 10 total hurricanes in the Atlantic Ocean.

Dramatic shark frenzy tears pig apart in hours

What happens to a dead body if it's dumped in the ocean? If large scavengers can't get at it, sea lice are likely to slowly devour it from the inside out. But if a carcass is left exposed, it will probably be ravaged by sharks, as shown in this dramatic video.

Captured at a depth of 300 metres in the strait of Georgia near Vancouver Island, Canada, the footage is part of an experiment led by Gail Anderson from Simon Fraser University in Burnaby, British Columbia, Canada, that uses dead pigs as models for human bodies. It aims to examine decomposition in an area with normal oxygen levels, where a range of scavengers are likely to visit. In a previous study conducted in a nearby inlet, body decay was affected by low oxygen levels, restricting sea life that fed on the remains.

In this video, one of the carcasses was quickly visited by shrimp followed by a few small crustaceans that targeted its mouth and nose. Then a few hours later, a sixgill shark located the dead pig, attracting other sharks, which helped it devour the body within hours. Each of the three specimens filmed were eaten to varying degrees by the hungry predators. "Although it showed that sharks are common in this area, it didn't provide a longer-term understanding of tissue breakdown and invertebrate colonisation," says Anderson.

In a new set of experiments, pig carcasses are deployed in pairs, leaving one exposed while the other one is caged to compare the difference. A video camera underwater has now been set up as a live stream: lights are turned on every 15 minutes, allowing the public and other researchers to follow the process. The most recent pair of pigs, deployed on 12 August, can currently be watched as they turn to bones.

Smoking and hyperactivity share common genetic risk factor

ScienceDaily (Oct. 29, 2012) ? A variation of a particular gene may link the behaviours typical of childhood attention hyperactivity disorder, or ADHD for short, and those associated with smoking, suggests research published online in the Archives of Disease in Childhood.

Childhood ADHD and subsequent smoking in adulthood frequently go hand in hand, say the authors, with people who have been diagnosed with ADHD more likely to start smoking early and to smoke twice as much as those without the condition.

The researchers focused on five variations in DNA sequences (single nucleotide polymorphisms or SNPs) in different genes that are strongly associated with different aspects of smoking behaviour, such as the number of cigarettes smoked every day, and taking up and quitting smoking.

They wanted to see if these might also be linked to hyperactivity in 454 children aged between 6 and 12 with confirmed ADHD and referred to specialist treatment centres.

They quizzed the children's mothers about their smoking habits during pregnancy. Of those 394 mothers for whom they had information, 171 had smoked during pregnancy and 223 had not.

And they assessed the extent of the children's behavioural and emotional problems at home and at school, as well as their intellectual capacity, using a battery of validated tests.

They took blood samples from the children, their parents, and siblings to see if any high risk variants (alleles) of the five genetic markers had been passed on, and if these were more strongly associated with the externalising behaviours/disinhibition and impaired cognitive performance characteristic of ADHD.

Only one of the five SNPs (rs 1329650), which was associated with the number of cigarettes smoked, was much more likely to be associated with ADHD.

The high risk C allele of rs 1329650 was significantly more likely to be passed on from the parents and to be associated with the more severe form of ADHD. It was much more common among children who had higher scores on the validated behavioural tests.

And children who performed less well on tasks requiring more brain power and concentration were also more likely to inherit this risk allele.

It was as likely to be found in children whose mothers had smoked during pregnancy as those who hadn't, suggesting that environmental tobacco smoke does not modify the risk allele.

The authors conclude that the C allele of rs1329650 may increase the risk of both ADHD and smoking through prompting behaviours and impaired higher brain functions that are typical of childhood ADHD, and which could act as a gateway to smoking in later life.

In an accompanying editorial, Dr Miriam Cooper and Professor Anita Thapar from the Institute of Psychological Medicine and Clinical Neurosciences and the Medical Research Council Centre for Neuropsychiatric Genetics and Genomics, at Cardiff University School of Medicine, sound a note of caution.

The study should only be interpreted as preliminary evidence of theoretical plausibility for shared molecular genetic risks for smoking and ADHD, until it has been tested in further larger studies, they say.

But they add: "This is an intriguing starting point from which to conduct further related analyses."

And they add: "Acknowledging that the same genetic risk variants can have different observable effects in people could help inform discovery of risk variants for childhood developmental/psychiatric disorders for which it can be difficult to assemble very large sample sizes.

Such efforts could help uncover novel biological risk pathways and contribute to explaining why different behaviours and disorders commonly co-occur."

Sandy Stimulus? Don't bet on it. - The Term Sheet: Fortune's deals ...

FORTUNE -- There are economic losers and winners after any natural disaster. This week, restaurants, movie theaters, airlines, and department stores will lose billions as Hurricane Sandy leaves millions without power and access to transportation.

Home Depot (HD), on the other hand, is likely to see a bumper quarter, providing generators and heavy-duty flashlights to many of the estimated 60 million people hit by the storm.

But whether the economy as a whole wins or loses is up for debate. Some analysts are arguing that Sandy could act as a kind of grisly stimulus package, mostly thanks to the billions of dollars that will be spent repairing flood and wind damage. The idea isn't totally out there: unemployment in post-Katrina New Orleans actually fell in the aftermath of the storm. And some academics say that reconstruction after storms in well-prepared areas can boost the economy.

But storms in general, and this one in particular, rarely deliver the kind of stimulus Keynesians are hoping for this week.

One-off catastrophes tend to have a negligible long-term effect on the larger economy, positive or negative, even when there is a tragic human cost. In the aftermath of Hurricane Katrina, while regional unemployment dipped, national GDP growth slowed, if only slightly, says Erwann Michel-Kerjan, co-director of the Wharton Risk Management and Decision Processes Center. Sandy, orders of magnitude smaller, will hardly register on the national radar.

Regionally, there's reason to be bearish on Sandy. Conservative estimates of the storm's cost from risk management firm Eqecat range from $10 billion (about what 2011's Hurricane Irene cost) to $20 billion (closer to what Hurricane Ike in 2008 cost). Michel-Kerjan says that some 60% of those costs will likely come from lost business. That's a reversal from past natural disasters, where some 40% of the cost has typically come from lost businesses, with the rest coming from damaged property. Sandy is different, Michel-Kerjan says, because it has shut down several major population centers for an extended period of time and, unlike Hurricane Irene, it hit during the workweek.

The result? Billions in lost revenue. And unlike the bills for repairing property damage, which benefit other parts of the economy, much of the lost business revenue will never be recouped. Take Starbucks (SBUX), which closed its New York stores during the storm. "You're not going to go out and buy twice as much coffee on Wednesday [when the storm lets up]," says Evan Gold, a senior vice president at weather consulting firm Planalytics.

Some of the costs will be transferred to other businesses. For example, Outback Steakhouse's loss could be Kroger's (KR) gain. But that's a zero-sum game for the economy, or worse, if consumers don't spend as much on the meal. "People are shifting and changing, but in many cases they lose out on an opportunity to do something," Gold says. That's especially meaningful just before the holiday season. Says Gold: "Macy's is not going to get days like this back. It's November. Every day counts."

Along with Macy's (M), apparel companies like Gap (GPS) and J. Crew are also in for a hit. Others losers include jewelry retailers, casual restaurants, and entertainment destinations, like movie theaters, casinos and theme parks, according to Planalytics. For just about all major retailers, at least 10% of their locations will be affected by the storm. For some, it's higher. BJ's has 54% of its stores in Sandy's path, Macy's has 25%, Sears (SHLD) has 19%, and Target (TGT) has 16%.

Not everyone is a post-Sandy business loser, though. Wal-Mart (WMT), Target, and Safe Way (SWY) will likely get a bump. Drugstores could also get a boost, as people stock up on prescriptions, along with quick-service restaurants like McDonald's (MCD),?particularly those locations along evacuation routes.

Some individual products will see an uptick. Planalytics predicts that consumer demand for bagged ice in Boston will rise 133% between Oct. 27 and November 1. Demand for dehumidifiers in New York could rise 111%. And demand for rain gear in Cleveland is projected to increase by 91%. On Amazon (AMZN), the sales rank of solar-powered and hand-cranked smartphone chargers soared over the weekend.

Gold says that grocery stores are often not affected by storms, despite the must-talked-about runs on bottled water. Lost foot traffic and reduced sales afterward usually cancel out the initial gains.

With flood levels reaching four or five feet in some cities, the total property damage bills are likely to be vast. Eqecat predicts that insurance will cover about half of the total cost of the storm (though that figure is less of a boon for a region that's also home to the bulk of the country's insurance companies). Government aid, too, will provide some lift to battered homeowners and businesses. In recent history, public officials have occasionally taken a no-holds-barred approach to reviving growth, providing low-interest loans and credit for post-disaster home repair. But there are a few reasons that may not be the case this time.

Howard Kunreuther, another co-director at Wharton's risk management center, has studied government assistance to affected areas post-crisis, and says that, this year, policymakers may feel pressure to keep payouts low in light of mounting government debt. Another wildcard: Kunreuther's research shows that disasters before an election draw more government relief than disasters after an election. He notes that, at the moment, politicians are vowing to rush to the region's aid. Kunreuther is doubtful, though, that Congress will be able to make a move before the Nov. 6 elections.

Still, there may yet be a silver lining for the economy. The storm could prompt an increase in spending on weather-ready buildings and infrastructure in preparation for future disasters. Those types of investments could lift the economy more than post-crisis repairs -- and are more likely to actually save lives. "Spending before the disaster is really where you have the best return on investment," says Wharton's Michel-Kerjan. The challenge is generating enthusiasm in the absence of a calamity. "No one wants to go to Wal-Mart if there's not a hurricane on the news," he said.

Michel-Kerjan projects the costs to sufficiently storm-proof the entire United States would be in the trillions of dollars. By comparison, the potential costs and profits from a storm like Sandy look like a rounding error. Stimulus, indeed.

Supreme Court weighs challenge to eavesdropping law

WASHINGTON (Reuters) - The Supreme Court on Monday considered who has a right to challenge government eavesdropping on conversations between people in the United States and outside the country in a case touching on federal efforts to fight terrorism.

Since the September 11, 2001, attacks, the Supreme Court has been reluctant to intervene in national security and intelligence-gathering procedures of the country's executive branch, and the government has said it needs flexible surveillance power to help prevent strikes by foreign militants.

Lawyers, journalists and human rights groups including Amnesty International and Human Rights Watch said the Foreign Intelligence Surveillance Act (FISA) - the law allowing the surveillance - is too broad and could subject millions of people to monitoring without a warrant.

They said this violated the protection against illegal searches and seizures under the Fourth Amendment of the U.S. Constitution.

Arguments heard by the court on Monday addressed not the monitoring itself, but whether the objectors had the right to sue at all.

"Is there anybody who has standing?" Justice Sonia Sotomayor asked Solicitor General Donald Verrilli, who argued on behalf of the government to uphold the law. "If there was a constitutional violation in the interception ... no one could ever stop it until they were charged with a crime, essentially."

Last year, the 2nd U.S. Circuit Court of Appeals in New York let the case go forward, based on the plaintiffs' fear of surveillance and the cost of trying to avoid it.

But in its appeal, the government said that because the surveillance is secret, the challengers could not show current harm or that future harm was "certainly impending."

'CASCADE OF SPECULATION'

"They are asking you to invalidate a vitally important national security statute" over claims that "depend on a cascade of speculation," Verrilli said.

Adopted in 1978, FISA required the government to submit a surveillance application to a special court for each person outside the country who it was targeting.

After the September 11 attacks, President George W. Bush authorized the National Security Agency's use of warrantless wiretaps to find people with ties to the al Qaeda network and other groups.

He ended that program in 2007, but Congress the next year reinstated parts of it. The government may now seek court permission to conduct mass surveillance, without identifying specific targets, merely by saying it plans to monitor foreigners outside the country to gather foreign intelligence.

Jameel Jaffer, arguing on behalf of the statute's challengers, said the law effectively allows "dragnet surveillance" that forces people who are in touch with potential government surveillance targets to avoid using phones and email to communicate, and resorting to more expensive means.

Some justices suggested that the harm to the challengers might not be so great. "The question is whether or not your clients' conversations can be picked up in an incidental way," Chief Justice John Roberts told Jaffer.

Justice Samuel Alito expressed skepticism over Jaffer's position, saying it could lead to a "bizarre" outcome in which a suspected top terrorist could escape surveillance by hiring American lawyers who can use the statute's protections.

Jaffer said he did not mean to suggest that scenario, but that the government's position required special steps.

"If all the government were to do, at this point, is to say secretly to a judge, 'We're not actually going to use this against plaintiffs,' plaintiffs would have to take the same measures they're taking right now," Jaffer said. "And they would be injured in exactly the same way."

Six former U.S. attorneys general submitted a brief supporting the government, fearing a floodgate of litigation that would risk exposing state secrets.

A decision is expected by the end of June.

The case is Clapper et al v. Amnesty International et al, U.S. Supreme Court, No. 11-1025.

OpEdNews - Article: the Bloodless Revolution: Core Values for a ...

??Bloodless. Many have asked about this interesting term--what does it really mean? Labeling this revolution "bloodless" is both a description and a promise. We do not want anyone hurt, nor do we want to hurt anyone. We have traditional, legal weapons, but would not, at this point, want or intend to use them. Virtually all protesters active today have been trained in passive resistance. They are heroic in their determination not to lower themselves to the mentality of riot cops who seem to be salivating for a chance to crack coconuts on protestors. Yet, even when tortured with pepper spray, kicked and punched, or slammed around (even women, kids, and elderly!) they find the strength inside to remain passive. This makes it evident to all watching that police violence is pure brutality, is unnecessary, and is undeserved. It is a crime for police to quench their thirst for violence on passive protestors. Of course, these protestors are not the only victims of police brutality... so are other citizens, regularly (see the news in any city). But, as discussed before, many cops will need monitoring and treatment to understand and rehabilitate this post 9/11 behavior.?

??So, will the revolution be bloodless? Quite probably not. Some cops will panic, make mistakes.

Some will never agree to avoid bloodshed. Some even want it. A slightly different opponent may be the corporate security groups, which, if they go against us, will be very hard to recruit. We just have to hope they will have the clarity to see that these are good people in front of them, families. Somehow I believe it won't be the corporate security that goes against citizens though. This is because the 'bosses' at the top have made the 'elite mistake', of regularly cheating them on paychecks, reducing or eliminating benefits, dangling insulting carrots, and, because they are awkward and self-interested in normal social situations, they have insulted or betrayed many employees right to their faces! It is a curious blindness the 'entitled' have--they KNOW they can see you, but they THINK that you have no hearing, eyesight, or memory (until they tell you to). I am sure when the private security agents get the idea about what's really been going on, and how they were manipulated in ways that harmed them and their families, most of them will gladly join us, and use their skills to protect us. So, that is what is intended by the use of the term 'bloodless'. It indicates the actual realistic possibility of having a revolution without violence. Of course, we cannot speak for others, who may become our 'opposition', and try to impede us. Other than police and private security, who would be acting UNDER ORDERS, let's see who might choose of their own accord to go against a revolution that would improve their lives.

??It would be easy to assume that the main opposing group would be the Republican party. This is because they have a solid reputation for fearing change, fighting equal rights & opportunity, and voting against pro-environmental legislation and activities, all of which are to be core values of New America.

The Republicans also tend to be anti-science, less educated, more religious, and more adoring of money for the sake of hoarding (not as a tool to get resources). New America will make a serious, transparent, and thorough examination of what is now known and taught as science, and a full investigation and evaluation of ALL of the experimentation (and actual results) of programs, even the secret programs used for decades by the military, CIA, FBI, and even the FDA and AMA. We must discover and evaluate ALL of this, before we can responsibly choose to continue or discard any of it. Science will be an important part of most systems, as it is our means of assuring we are doing no unintended harm.

?Education, by which I mean encouraging thought and objectivity, creativity, and teaching facts (not white-washed, male only histories, for example) and using real events or participation whenever possible, will also be a core value, offered everywhere and including many new subjects. Learning every day will become the norm. Wisdom will be highly regarded, as it is only in other countries, now. Today there is a strange belief that wisdom comes with age, as a kind of consolation prize for losing one's beauty and physical ability. And in America now it is attributed more often to white males than any other group. It is not seen as dependent, even, on any personal dedication to continuing education or experience. So we wind up in a country where the richest old white guy is assumed to be correct in every proclamation. (Also why Obama's presidency has flown in the face of American racism!) ?

??About religion... There will be NO religious faction to our new, streamlined government, or the citizen owned businesses. Holidays will either be rededicated (to keep the date) or celebrated in private groups (to keep the rite). No national holidays may be based on religious folklore. Also, no holidays will be recognized that are based on lies. These include Columbus day and Thanksgiving. We need no longer look like idiots to the rest of the world by celebrating genocide, murder, rape, and theft on a massive scale. But religion can have a place in New America, as long as it is honest. Many folks, even without the money men at the pulpit, will feel better being able to express and share their faith with like-minded others. Many others, upon seeing the flight of those trusted leaders (whose religiosity was anchored to the high profits taken from individuals in the form of tithing, donation, and free labor), will become disillusioned and not want any part of it. We must meet the needs of both types of individuals. However, any religion or religious practice must be kept from any business, educational, or governmental system. It must not involve the exchanging of money, or the abuse, isolation, or manipulation of members, ever. These changes alone may actually dismantle the entire basis of some of today's known sects. Individual religious groups may not present unproven claims as fact, but must be clear that these are beliefs based on varied interpretations of poorly documented times.

A religion cannot include behaviors that are illegal in the mainstream, nor may it enjoy special privileges or rights. Any violation can cause the restriction of the practice of that sect, or sanctions to those involved, or both, since it is already shown to cause or justify the worst kinds of corruption and abuse. The inclusion of religion in society will be seen as in a 'trial period', to see if it is even possible to keep such a historically problematic

system in New America.

??Equal rights & equality, in general, will also be a core value. Each individual person (on earth) will be seen to be worthy of respect, security, health, education, and voice (by this I mean personal expression, in its many forms), and should expect, automatically, to be treated in a fair, respectful manner by ALL others. Even those in prison must be treated with the same basic rights (other than the ability to freely move around, and associate with others publicly) and this will improve the prison system more than any other time or place in history. It is sadly overdue, and many good, and even innocent, people have lingered unto death behind bars, alone, and misunderstood, which is a travesty. We can stop this, and we must. ?

??So, your individual self, which for some is your body and mind, and for people like myself is a body and a spiritual essense (which I firmly believe has it's own weight and mass, but has not yet been scientifically measured, to my knowledge), which is also described by terms such as 'soul', 'spirit', or 'psychic energy'. Or as my friends will confirm, I say that I am a "soul in a meat suit", where the meat suit is disposable but the soul comes in near birth and goes on without it, at physical, recordable death. Whatever your own description, the essence and biological materials of which you are composed, is neither worth more or less than that of any other person. Equally true, there is to be no heirarchy between humans (although some should get extra consideration, like children and babies, due to inability to take care of their own basic needs), nor shall we maintain a sense of superiority over any other animals. We are the only species clumsy, ignorant, and egotistical enough to have threatened the existence of ALL other species! A new attitude and behavior toward the environment will reflect our reverence for nature (who alone sustains us), and we will no longer do her harm in ignorance or greed.

?Obuor? Marks One Year Anniversary As MUSIGA President ...

The current administration of the Musicians Union of Ghana, led by Bice Osei Kuffour clocked one year in office in September.

In celebration of the anniversary, the President and Executives called for a briefing of musicians, media persons, and stakeholders in the creative arts industry, other stakeholders such as the World Bank, KPMG and Midland Savings and Loans and the general public to inform them of activities over the past year.

In the President?s speech, which encompassed and elaborated on key issues and activities of his administration, he expressed his gratitude to all who believed in him enough and voted him to become the president of the Union with a four year mandate and to the team he has been blessed to work with since he became President.

When he assumed office, he implemented the MUSIGA Ajumapa Vision which was meant to rebrand the Union, reposition it in a more positive light and a promise of transparent and accountable governance, create jobs, promote unity and to push for appropriate policies for the Musicians.

The President summarized some of the key activities of the Union over the year and classified them into five main headings which are Union-led activities, ongoing projects, achievements, welfare and challenges.

On the union-led activities, some of the commendable efforts are the launch of membership cards, tolerance campaign towards December 2012 general Elections, research into the contribution of music to the GDP of our economy, launching of www.musiga.org.gh, partnership with Ghana Music Awards, partnership with GIFEC in the supply of computers for the MUSIGA Resource Center and the supply of computers to all Regional offices and the Digital Library Project.

He also mentioned the MUSIGA Head office renovation project, MUSIGA TV, MUSIGA and Midland Ajumapa collateral free loan facility and the Ghana Music Week celebration.

The Union was able to secure a governmental budgetary allocation of Ghc2million to amongst other things undertake research to establish the economic and social contributions of Music to the National economy, create a baseline data to inform future data collection on the sector, produce evidence based data to inform policy making, develop a four year strategic plan to grow the music sector, build the capacities of selected Music and other selected membership based creative sector institutions, establish a welfare Seed fund to cater for the Aged and Needy musicians and to promote Peace, Unity and Tolerance among Ghanaians through series of events and media campaigns.

Another achievement was a donation of Ghc100,000 from Dr Kofi Amoah (Citizen kofi) to MUSIGA and a twinning agreement with the British Musicians Union which will allow either countries to exchange musicians for projects in their countries.

During his Presidency, MUSIGA is now one of the eighteen members of the International Federation of Music Executive Committee and has been admitted into the International Music Council

The issue of welfare of musicians, especially the aged musicians, is still being taken care of. A vehicle has been secured for commercial purposes so as to bring in income for the welfare unit. He also touched on the ?Y?edi Awrehuo? tribute song for the late President Mills.

The Union has faced some challenges over the past year. There is an absence of a collective bargaining certificate, inadequate professional support due to lack of funding to remunerate such professionals and a general weak coordination between the sector Ministries, Departments and Agencies

In conclusion, the President assured of his determination to continue to work assiduously to achieve the very promise he made during his campaign period.

As we approach the 2012 elections, he encouraged musicians to use their talents and skills to promote peace, unity and tolerance before, during and after December 7th.2012.

He extended a hand of invitation to all individuals and organizations to join in the forward march towards the growth of the Music Industry in Ghana.

Edmonds Military Wire: Truth or fiction? Obama trumps Romney in military support

When it comes to conventional thought ? at least in the circles I tend to frequent ? most assume those of us that serve or have served are rather conservative; that we all stand on principles like duty, honor, and country ? and that those words, first spoken in a speech by General MacArthur, are the epitome of conservative values. I would tend to agree. But not so, according to Joan McCarter.

Now before I alienate some of my loyal readers here, let me preface this by saying this piece is not intended to be political, but rather intended to enlighten and engage; that is code for: If this makes you mad, not my fault, it was the writer who first reported this that is responsible (sorry, couldn?t resist).
Joan McCarter, writer for the Daily Kos ? a left-leaning national community blog site founded by Army veteran Markos Zuniga in 2002 ? reported in one of her recent blogs that ?[T]he military?s support has shifted toward Obama. Romney has consistently received little financial backing from military donors.?

Say it isn?t so.

But Joan was then backed up by Rachel Maddow (I know. Some of you are wondering what the heck I?m doing reading anything other than FOX) who reported in her blog that ?Based on reporting from the Center for Responsive Politics, including September fundraising, Obama has received $678,611 from military donors, far more than Romney?s total of $398,450.?

And then Business Week backed up the claim. To make matters worse, the Romney figure also ?narrowly trails Ron Paul?s $399,274 in contributions from the military.?

McCarter seems to think this has to do with the president keeping his promise to end two wars (that still aren?t really ended) and that Romney sees the military as simply a demographic to win over for political gain.

Could McCarter actually be right on this? I have my own opinion but I?m a numbers guy and the numbers favor her statement ? they don?t make her opinion correct ? but the huge difference between the two candidates in contributions make me question why.

Does it really all come down to ?I can see myself having a beer with the guy?? If that?s the case, Obama wins by default. I certainly hope there are more substantial reasons behind the disparity in numbers.

Bottom line: I voted. In this election I am certain every vote will matter. So vote. And remember this: our service members take an oath to support and defend the Constitution and that we?ll obey the orders of the President (as long as they don?t violate the Constitution) ? regardless of whom is our next president.
